Meeting for the Exchange of Views

On 1st, June, a meeting was held at the Sabo Kaikan to exchange views between Japan and Taiwan on disaster prevention measures for natural dams.
The natural dam on the Mata’an River in Hualien, Taiwan, burst on 23 September 2025, causing a massive mudslide that swept downstream and inflicted severe damage. A large volume of unstable sediment remains deposited upstream of the affected area, and significant amounts of water remain. With the rainy season approaching, there are concerns about the potential for debris flows and other disasters. Against this backdrop, there is a continuing need to consider appropriate measures to prevent and mitigate damage. It was against this context that the meeting was held.
Three topics were presented by the Japanese side and three by the Taiwanese side, leading to a lively exchange of views.
