After the occurrence of a debris flow on July 1998, a debris flow has occurred every year. For this reason, Mie Prefecture is promoting the construction of sabo facilities at Nishinogaito River and Kotaki River, while removing sediments accumulated at sabo dams to protect residents from debris flow disasters.
Nishinogaito River No. 1 Dam was constructed.
Nishinogaito River No. 1 Dam and Kotaki River No. 1 Dam captured debris flows.
Nishinogaito River No.2, 3, and 4 Dam were constructed.
Kotaki River No. 1 Dam was raised, and Kotaki River No. 2 Dam was constructed.
Accumulated sediments at Nishinogaito River No. 1 Dam and Kotaki River No. 1 Dam were removed.
Nishinogaito River No. 3, 2, 1, and 4 dams and a left branch river dam captured debris flows.
Kotaki River No. 2 and No. 1 dams captured debris flows.
The following works were employed as part of a disaster-related emergency sabo project.

Accumulated sediments at Nishinogaito River No. 1, 2, 3, and 4 dams and Kotaki River No. 1 and 2 dams were removed.
August 8-9, 2003: Debris flows occurred at Nishinogaito River and Kotaki River.
Nishinogaito River No. 3, 2, 1 dams captured debris flows.
Kotaki River No. 2 and No. 1 dams captured debris flows at sand pocket works.
Kotaki River No. 1 Dam captures a debris flow.
